The Theory of Paradox as it relates to Poverty and Welfare Reform
Many changes were brought closely by the benefit reform in 1996. The purpose of the benefit reform, according to Congress, was to end the dependence of needy parents on authorities benefits by promoting job preparation, operation, and marriage (Hays, 2003). There seems to be two distinct visions of work and family lift within the act and Hays called these two different visions the Work Plan and the Family Plan.
