The geopolitical issues weary down into two large areas. The issue of dependence on oil has been vital at least since the oil embargo in the 1970s and was bare most recently in the Gulf War. Iraq had invaded Kuwait, and this was the immediate cause of the sanctions and the war that would follow. America had been accustom to foreign oil for some time, at least since the number one of the Reagan era in 1980.

America consequently had a growing dependence on foreign oil, oddly oil from the volatile Persian Gulf.
